Suite à notre insistance pour informer nos concitoyens, seules deux « commissions éolien » ont été programmées par M. le Maire durant l’année 2020 (la dernière a eu lieu le 11 décembre). Hélas, depuis 5 mois, ce sujet environnemental, pourtant si important, est évoqué seulement en questions diverses en conseil municipal grâce à la réception de documents officiels en mairie : résumé non technique (RNT) et copie des deux avis ("très réservés") du parc naturel régional du marais poitevin.

A ce jour, les projets sont en cours d’instruction par les services de l’Etat, et certaines démarches s’accélèrent :

  • Face à de tels projets imposés sans la moindre concertation et sans le moindre respect de notre environnement, nous sommes satisfaits que le conseil municipal se soit prononcé contre les 2 projets prévus sur la commune. Mais notre demande de rédaction d’une motion, formulée avec insistance et à plusieurs reprises, pour obtenir le soutien des maires des communes voisines, approuvée par la majorité des élus, n’a pas été acceptée par notre maire. Nous le regrettons. M. le Maire souhaite que seul un avis sur l’étude du guide paysager de la CdA soit donné, en temps voulu, par tous les membres du conseil municipal. Espérons que les services de la préfecture prennent en considération les avis notés sur les procès verbaux des conseils municipaux !

  • Engie Green envisage de modifier la gouvernance de son projet pour le « transformer » en projet dit « citoyen » (coopérative d’énergie citoyenne les Lucioles / prises de participation de collectiités comme la CdA de la Rochelle, les communes voire la Région). Nous n'optenons que peu de précisions en conseil municipal alors que le Maire participe à des réunions régulières sur le sujet avec la CdA et même Engie Green. Nous ne sommes pas dupes : même avec une gouvernance modifiée, le projet risque de conserver ses écueils de conception : non prise en compte d’une distance d’éloignement suffisante vis-à-vis habitations, saturation par effets cumulés, mise en péril de la ressource en eau potable, destruction d’espèces protégées (rapaces, chauves-souris), diminution des zones d’habitat d’espèces communautaires (Natura2000)… Nous avons inviter M. le Maire à proposer au bureau communautaire la consolidation de la charte éolienne ou la modification du PLUi pour un meilleur évitement des enjeux. Nous le demandons depuis 2019. Hélas toujours en vain.

  • Au sein d’un COPIL (comité de pilotage), la CdA de la Rochelle a élaboré un « plan d’acceptabilité » des projets éoliens sur plusieurs mois, notamment auprès des élus en les invitant à visiter des parcs éoliens (entre autres) et auprès de la population (éventuelle réunion publique organisée par le promoteur ?). Il nous semble que la CdA souhaite imposer l’implantation d’éoliennes sur notre territoire rural en proposant un guide paysager (en cours d’élaboration par un cabinet d’étude « Empreinte » situé à la Rochelle). Nous demandons à ce que la stratégie "zéro carbone" de la CdA de la Rochelle soit le véritable fruit d'une concertation et non pas imposée aux territoires ruraux.

  • La société Eolise a diffusé un flyer dans vos boîtes à lettres afin de rencontrer les habitants individuellement. Nous jugeons cette démarche assez surprenante et très tardive, puisque leur projet est déposé en préfecture. Même si M. le Maire a refusé de recevoir les représentants de la société en mairie, nous trouvons cette réaction insuffisante. Pour une pluralité des débats, il faut renforcer l'information et la sensibilisation des habitants.

 

 

 

Nous souhaitons une position claire et transparente de la part de notre maire auprès de la Cda de la Rochelle et de ses concitoyens.


Nous refusons ces projets imposés sans débat démocratique.
